The Westchester County Board of Legislators convenes Wednesday, July 15, at 3 p.m. in White Plains. Three flood mitigation bond acts referred to committee on June 29 are among the measures that could come before the full board, though the complete agenda was not publicly posted in parseable form as of publication.
The meeting comes as the county works through a slate of infrastructure bond acts with direct implications for Rye, Harrison, and Rye Brook residents.
At the board's Monday, June 29 meeting, legislators referred two Ardsley flood mitigation measures to committee: Bond Act 2026-316, which would fund work on Powderhorn Road, and Bond Act 2026-318, an intermunicipal agreement for the same project, according to Legistar records. A related measure, Bond Act 2026-317, would amend the county's Stormwater Reconnaissance Plan and was also referred to committee that day.
These items are now potentially eligible for full-board action.
Separately, the county is advancing a larger flood mitigation effort along the Blind Brook corridor in Rye and Rye Brook. The county's 2026 capital budget includes $21 million from the New York State Environmental Bond Act to redesign and replace two county-owned bridges — the Playland Parkway Bridge and the Oakland Avenue Bridge in Rye — rebuilding them with larger spans to handle increased water flows. In Rye Brook, the state plans to daylight a buried section of East Blind Brook, restoring the stream to its natural channel and expanding the floodplain.
Construction on the bridge replacements and stream restoration is projected through 2027 and 2028, according to a March 19 report from The Westchester Brief.
The board has already acted on two infrastructure measures with direct local impact this year. Bond Act 2026-264, the Various County Roads Rehabilitation Program, was adopted at the Monday, June 15 meeting. Legislator Woodson-Samuels moved the measure, seconded by Majority Whip Williams, according to board minutes. The bond authorizes financing for milling, resurfacing, drainage repairs, traffic loop installation, and pavement marking upgrades on county roads in Harrison, Rye, White Plains, and Bedford.
On Monday, April 20, the board adopted Bond Act 2026-155, allocating $865,000 to fund design for replacement of the Park Avenue Bridge over Beaver Swamp Brook in Harrison. The bridge was built in 1927, carries about 2,600 vehicles daily, and holds a New York State structural rating of 5.96 on a 1-to-7 scale. The full replacement is estimated at $7.8 million, with design expected to take 18 months and construction another 18 months.
County Executive Ken Jenkins proposed the $604.8 million 2026 capital budget in October 2025, including $9 million for flood mitigation projects countywide and $21 million from the state Environmental Bond Act for bridge and culvert work in Rye and Rye Brook.
The Wednesday, July 15 meeting begins at 3 p.m. at the Michaelian Office Building, 148 Martine Avenue, 8th Floor, White Plains.
